MLB showing notable drop in game time, will relax pace-of-play fines

How effective have Major League Baseball's new pace-of-game measures been in the season's first month? So effective that officials from MLB and the players' union will not implement the series of tardiness fines that were supposed to go into effect Friday, according to sources familiar with the discussions.
The two sides have had "dialogue" about relaxing or eliminating most of those fines, said Tony Clark, executive director of the Major League Baseball Players Association, because the results so far have been so good without them.
Through Wednesday, the average time of a nine-inning game was down to 2 hours, 53 minutes and 40 seconds, according to MLB. It's a drop of more than 8½ minutes from the 3:02:21 average for the full 2014 season, and of more than seven minutes compared to the average of 3:01 at the same point last season.
If this decrease holds, according to the Elias Sports Bureau, it would be the largest drop in average game time, from one year to the next, since 1963, when game times were cut from 2:34 to 2:25.
When the new pace-of-game measures were announced in February, games in April were set to be part of a phase-in period for players to get used to changes such as between-inning timers and rules requiring hitters to remain in the batter's box throughout their at-bats. Then, on May 1, a series of fines ranging from $100 to $500 was scheduled to go into effect.
However, Clark told ESPN.com that the union and MLB are in talks to "find common ground" on adjustments to the original agreement. And MLB senior vice president Chris Marinak, who is overseeing the pace-of-game initiatives, said it's likely the fines will be levied only if there are "flagrant violations."
"The idea here," Clark said, "was to effect some positive changes in habits, and to see if, by doing so, we could also shorten the length of games and perhaps improve the pace. And the result is that a lot of [players] have done exactly that. ... So to penalize guys just to penalize them doesn't make a lot of sense."
Instead, MLB is likely to continue to monitor games, as it has done so far, and send letters to players it believes have been in violation of three measures introduced this season that directly impact players:
• With certain exceptions, hitters must keep one foot in the batter's box between pitches throughout their at-bats.
• Each ballpark now has between-inning countdown timers to ensure that the next half-inning starts promptly. The timers are set at 2 minutes, 25 seconds for most games, 2:45 for nationally televised games. Pitchers and hitters have been encouraged to be ready to go when the clock reaches 20 seconds.
• Relief pitchers entering a game are also required to adhere to the same countdown timers, which begin at the moment they leave the bullpen and set foot on the warning track. Pitchers who aren't ready to pitch when the timer reaches zero, regardless of how many warm-up pitches they have thrown, are considered to have violated the new rules.
In addition to those three changes, managers can now signal instant-replay challenges to umpires from the dugout area instead of from the field. That change wasn't made specifically to improve the pace of play, but officials believe it has helped to make the challenge system more efficient this season.
Commissioner Rob Manfred told ESPN.com earlier this year that baseball isn't focused on game times as an accurate measure of its progress in this area.
"I'm really not thinking about this in terms of average game time," Manfred said. "It's not like I have in my head I want to get from 3:02 to 2:58 or 2:55. That's not what it's about for me.
"What I hope happens," he went on, "is that, at the end of the season, knowledgeable baseball writers and fans are saying, 'You know, they got this one right. There's a crispness to the play. They've cleaned up some dead time in the game. And maybe best of all, we feel like they were responsive to what people were saying about the game.'"

Leake pitches, hits Reds past struggling Braves

ATLANTA -- Mike Leake had a five-run lead and was just one scoreless inning from earning his first career shutout.
He and Reds manager Bryan Price agreed, however, that there was no sense risking injury this early in the season.
"Yeah, I was getting a little tight," Leake said. "I didn't feel like I should push it."
Leake pitched eight strong innings and hit his fifth career home run to help the Cincinnati Reds beat the Atlanta Braves 5-1 on Thursday night.
Todd Frazier, Tucker Barnhart and Billy Hamilton also had solo homers as the Reds won for the third time in four games. Joey Votto had two hits and drove in a run.
Leake (1-1) allowed just four baserunners, retiring the last 12 batters he faced. The right-hander, who struck out three, threw 62 of 97 pitches for strikes.
Leake gave up singles to Nick Markakis in the first and Jace Peterson in the second, and walked Freddie Freeman in the first and Chris Johnson in the fourth.
But Price saw no reason to push Leake's arm to an extreme.
"We had that conversation," Price said. "I love starters staying in the game. I'm a huge fan of it. He was done. If you get a starter that says he's done, I'm not going to run him back out there. That's creating problems."
Cincinnati, which ranks second in the NL with 31 homers, went up 4-0 in the eighth on Frazier's seventh homer and 5-0 in the ninth on Hamilton's second.
Leake leads the majors in hits by a pitcher with 70 since he debuted in 2010. Despite his success at the plate, Leake takes more pride in what he does on the mound.
"I've got to say the pitching," he said. "It's fun not feeling the ball come off your bat, but my job's to pitch."
The Braves have dropped three in a row and eight of 10.
Atlanta starter Shelby Miller (3-1) gave up six hits and three runs -- two earned -- with three walks and nine strikeouts in seven innings.
It marked the third straight game that the top of the Braves' rotation struggled. Atlanta's starters began the night with a 5.11 ERA over their previous 14 games.
Miller began the sixth with Hamilton reaching on a passed ball strikeout. After Zack Cozart singled, Hamilton scored from second on Votto's RBI single for a 1-0 Reds lead. Barnhart and Leake had back-to-back homers to make it 3-0 in the seventh.
"Made two terrible pitches down the middle," Miller said. "We were in the ballgame at that point and just gave it away. It's on me."
Frazier homered off Donnie Veal, whose contract was purchased from Triple-A Gwinnett earlier in the day. Hamilton homered off Ian Thomas.
Tony Cingrani pitched the ninth for Cincinnati, allowing Freeman's RBI double before Jonny Gomes popped up to end the game.
TRAINER'S ROOM
Reds: 2B Brandon Phillips was scratched from the lineup 90 minutes before the game with sickness. Skip Schumaker took his place and went 1 for 3. ... Manager Bryan Price said C Devin Mesoraco (hip) was still getting treatment but was available to pinch-hit. Price said the team won't know a longtime plan for RHP Homer Bailey (elbow), on the 60-day disabled, for another day or two.
Braves: Johnson left the game before the bottom of the fifth with a fractured left hand. He will be placed on the 15-day disabled list on Friday.

Reds: Anthony DeSclafani (2-1) will make his fifth start of the season and career-first against Atlanta. DeSclafani leads NL rookies in wins, strikeouts and innings pitched.
Braves: RHP Mike Foltynewicz, a top prospect acquired in January in the deal that sent Evan Gattis to Houston, is expected to get called up from Triple-A Gwinnett and make his Atlanta debut. RHP Trevor Cahill is still listed as Friday's starter, but he pitched two innings of relief Wednesday and is 0-3 with a 9.42 ERA.

Calhoun leads Angels to 6-5 win over A's

OAKLAND, Calif. -- All eyes were on Mike Trout as he tracked Ike Davis' long fly ball to the wall. He had to make a late adjustment but was able to haul it in, prompting Los Angeles closer Huston Street to pump his fist into the air.
Kole Calhoun had two hits and three RBIs, Garrett Richards took a shutout into the seventh inning, and the Angels held on to beat the Oakland Athletics 6-5 Thursday.
It was Trout's catch, with the bases-loaded, that preserved the victory for the Angels, who have won five of seven to end April with a .500 record (11-11).
"We have a 6-0 lead at one point, the offense did its job early, that's a game you can't give back," Street said. "Off the bat I didn't think he hit it that hard. The ball just kept going, so I watched Troutie's glove. It has to go there for the game to be over. I think I pulled an oblique with the fist pump. It was excitement and a sigh of relief."
The Angels took a 6-2 lead into the bottom of the ninth and that's when things got interesting.
Vinnie Pestano started the ninth by walking Billy Butler and giving up a single to Josh Reddick.
Huston Street came on and gave up run-scoring singles to Brett Lawrie and Canha. He walked pinch-hitter Stephen Vogt to load the bases before getting pinch-hitter Max Muncy on a pop up.
Sam Fuld followed with another RBI single. Street, who allowed his first runs of the year, got Marcus Semien on a popup before Davis hit a ball to deep center that Trout caught before hitting the wall to give the closer his ninth save.
"He's really good," Davis said of Trout. "We hit a lot of balls hard that were caught. That's a recipe for losing, when you hit doubles that are caught and you hit them right at people."
Erick Aybar, Johnny Giavotella and David Freese also drove in runs for the Angels. Richards, making his third start after opening the season on the disabled list, was pulled after Reddick singled to open the seventh, and was charged with a run after Mark Canha's home run off Mike Morin.
Richards (2-1) gave up four hits, walked three and struck out five.
Canha drove in three runs as the A's lost for the sixth time in seven games to fall to 9-14 and match their worst home start in Oakland history at 4-9.
Jesse Chavez (0-2) lasted five innings for the A's. He allowed four runs on seven hits, walking three and striking out five.
Calhoun, batting cleanup in the absence of Albert Pujols, drove in two runs in the fifth after Trout, who added two hits and was on base four times, was walked intentionally.
Calhoun improved to .438 hitter (7 for 16), with seven RBIs, in eight games batting fourth.
TRAINER'S ROOM
Angels: Pujols was out of the lineup with a sore hamstring suffered late in Wednesday night's victory over the A's. Manager Mike Scioscia said the team would re-evaluate him daily.
Athletics: LHP Sean Doolittle (strained left rotator cuff) threw 25 pitches and felt fine. He will throw another bullpen on Sunday. ... RHP Jarrod Parker (Tommy John surgery) is scheduled to make his next rehab start with Triple-A Nashville. ... Canha returned to the lineup after missing a few days with an illness.
PITCHING RECORD CHANGE
RHP Mike Morin (1-0), who struck out the only batter he faced, became the official winning pitcher of Wednesday night's 6-3 victory over the A's. The victory was incorrectly awarded to RHP Fernando Salas, who threw a scoreless inning after taking over for Morin. Salas (0-1) does get credit for a hold.

Angels: LHP C.J. Wilson (1-2, 3.12) starts Friday night's game at San Francisco. He's 9-7 with seven saves in 50 career interleague games, including 20 starts. He beat the Giants in his only previous start against them, in 2012.
